Sole Source Notices
The purchasing department for the City of Bloomfield intends to make a purchase which has been determined to qualify as a "sole source" purchase made in accordance with NMSA 1978 Secs.13-1-126 and 13-1-128 (2012). The purpose of this "Notice of Intent to Award" is to publicly announce the intent of the City of Bloomfield to award a Sole Source Contract for a specific service, construction or item of tangible personal property required by the City.
The sole service contract is to Nalco Water Company to purchase CatFloc KL-10, a proprietary coagulant blend used as the primary coagulant at the City of Bloomfield's Water Treatment Plant. CatFloc KL-10 was chosen after extensive testing showed it to be the only coagulant to effectively treat the source water in the City's Trident treatment plants. CatFloc KL-10 is effective in T.O.C. removal, keeping the City's water in compliance with state mandates.
